Decree No. IV of 1939 (on the restriction of the occupation of public and economic space by Jews) already defined who was a Jew primarily in racial terms. A Jew was considered to be a Jew if he or she, at least one of his or her parents or at least two of his or her grandparents were members of the Israelite denomination at the time of the entry into force of the law or before. The law capped the proportion of Jews in the clerical professions at 6% and prohibited the employment of Jews in state administrative and judicial bodies and in secondary schools. No Jew was allowed to hold a position in the theatre or media that influenced the intellectual direction of the theatre/media. Jews were completely excluded from the licensed industrial and commercial sectors.
