The fact that commercial passports were not issued to Jews in the principality of Waldeck and Pyrmont resulted in flourishing black markets. By this decree that forbade the trade of foreign Jews, Friedrich Karl August, Prince of Waldeck and Pyrmont (1743–1812) tried to intervene in the smuggling trade.
